Clover fails on multi-module builds

I added clover to my reports plugins in my top-level POM and then ran "mvn site:site" at the top.  As expected, it recurses into the child modules and the first module's build works but the second fails with the following error:

[INFO] Error configuring: org.apache.maven.plugins:maven-clover-plugin. Reason: ERROR: Cannot override read-only parameter: project in goal: clover:instrument
