semantic search packaging - some parts in uima-core

We have moved much of the semantic search functions to a new 
downloadable available from alphaworks - because it depended on the 
particular semantic search engine that came with the UIMA SDK there and 
which was not brought over to Apache.  (In the future, we may do 
integration support for other open source search engines).

Remaining with Apache UIMA are the index specification examples, and the 
code which parses that specification. 

This specification might be useful as a "standard" way for specifying 
these kinds of things.
