   ## Expected Behavior
   Returning "View Result" for cURL request. Example  cURL request is below.
   `curl -X GET http://root:root@0.0.0.0:5984/_utils/#/database/user_items/_design/allusers/_view/allusers-view`
   
   ## Current Behavior
   Returns [this page](https://github.com/apache/couchdb-fauxton/blob/master/assets/index.underscore) saying `Fauxton requires JavaScript to be enabled`
   
   But it works fine for this cURL request `curl -X GET http://root:root@0.0.0.0:5984/`
   the result is `{"couchdb":"Welcome","version":"2.3.0","git_sha":"07ea0c7","uuid":"e8691b96621ad4c58857faf6fbe7bffe","features":["pluggable-storage-engines","scheduler"],"vendor":{"name":"The Apache Software Foundation"}}`
   
   Running this on a docker.
   
   ## Your Environment

   * Version used: Docker version 18.09.0, build 4d60db4
