fix: validate stream_type unions at decoration time (review on #845)

Add _is_valid_stream_type to check that stream_type is a BaseModel subclass, dict, or a union (typing.Union[...] or PEP 604 X | Y) of those, recursing into union members so invalid unions are rejected at decoration time. Keep PartialType covering types.UnionType. Addresses review feedback on PR #845.
