Description:
Create a new command called: generate to allow users to create or initialize a new engine. This is exactly the same we have on the python-toolbox. The biggest difference is that this one should use a public image to create a local or remote container with a brand new engine inside it.
* The *generate* command should have at least these parameters: engine-name, contributor-name, contributor-email, language (R, Python or Scala)
* The language parameter should determine with template / image we should use to create this new engine.
* All the images should come from the public repository.
