    Description: 
The recent switch to a new CI (GEODE-8949) has brought in numerous other enhancements in addition to a public CI. This requires as a minimum, a much newer cmake.

This ticket is to verify all prerequisites to build locally and update BUILDING.md.

For starters:
 * cmake: Version 19.5 or newer (not sure of exact minimum, but 18.3 is too old)
