need help - ppc64le random build failures

hi all,
I would appreciate your help in understanding random build failures that
have plagued Power builds in the last couple of weeks. Components are
failing randomly without any changes to the code or build environment.
However, they all share similar failure messages  :

this error happens on other (non ppc64le) systems too, but less frequent.

Maybe the access to akamai.bintray.com has been banned because of huge
downloading requests?
