This issue aims to migrate the Client Identifiers API ({{{}/clients/\{clientId}/identifiers{}}}) to the new command processing infrastructure as defined in *FINERACT-2169* and following the modernization standards of {*}FINERACT-2555{*}.

*Scope:*
 # Create a Java DTO for Client Identifier commands.

 # Implement {{NewCommandHandler}} for Create, Update, and Delete actions.

 # Refactor {{ClientIdentifierApiResource}} to use {{{}CommandProcessingService{}}}.

 # Ensure {{BusinessEvent}} is published for every action to support Hooks (ref: PR #5778).
