In some situations it would be handy to be able to say 'deny user/dn/whatever'
instead of just making complex require configurations.

This has actually been fixed in trunk. The new autorization syntax allows you
to use 'reject user/dn/whatever'. Due to changes required, this functionality
will likely not be backported to 2.2.
