    Description: 
Noticed was 45 JDs on apache-ducc using linux command.  There should never be more than 3.  Also, from time-to-time 4 Jobs are displayed by the WS on apache-ducc's Jobs page.

Suggestion is to do better accounting and error recovery in the demo's python script that submits and monitors jobs/reservations.

Related: Each thread must employ a submission-unique log directory.  Reliance on the thread name for uniqueness is insufficient.
