After YUNIKORN-1650, we can now have configurable default queue name that can be set in the config map. The queue name has to be a fully qualified queue name. But there is currently no validation on what value is configured.

We should validate the configured value and set it only if it is a fully qualified queue name. Otherwise reset back to root.default in order to avoid failures during scheduling.
