New concept of persistence-fragement.xml file

As an alternative to persitence.xml 'jar-file' elements which point to jar files by name in an application, allow jar files to effectively add themselves to persitence units via a stripped down version of a persitence.xml file, say persistence-fragement.xml.

Under the covers they are joined together to create one canonical persitence.xml file which is handed to the persistence provider via the standard PersistenceUnitInfo object.
