Release Process

Peoples,

I have just checked in a draft Release Process document, based on the 
Ant release process.

There is quite a bit to be filled in, as I am not yet clear on the 
directories on the web servers or the Java libraries build/test process.

It is very much a draft 0.1.  Have a look and feel free to hack around 
as much as you like.  It's really there as a starting point rather than 
a definitive document.

ReleaseProcess.txt in the base of the repository.

BTW - Have also been playing with Forrest on the C docs.  Very cute, and 
the migration is not too bad.
