[PR] GH-44843: [CI][Doc] Remove building Java documentation from this repository [arrow]

### Rationale for this change
Our current documentation jobs are failing to build.
### What changes are included in this PR?
Do not build Java documentation. This will be build on the arrow-java repository:
- https://github.com/apache/arrow-java/issues/455
### Are these changes tested?
Yes on CI
### Are there any user-facing changes?
It shouldn't. We won't be producing the documentation here but it should be generated on the `arrow-java` repository.

> From my understanding `ci/scripts/java_build.sh` is still used for building Java for integration tests and for conbench (even though conbench tests are not working for Java since the migration).
We should use https://github.com/apache/arrow-java/blob/main/ci/scripts/java_build.sh instead.

After merging your PR, Conbench analyzed the 2 benchmarking runs that have been run so far on merge-commit a075bc0dc40810dd409951beb83a717dff3b2886.
There were no benchmark performance regressions. 🎉
The [full Conbench report](https://github.com/apache/arrow/runs/35376870215) has more details. It also includes information about 2 possible false positives for unstable benchmarks that are known to sometimes produce them.
