Yes, there was a problem with link generation for apidocs in one of the earlier releases, we fixed that. 
For example 3.6.2 link [here|https://zookeeper.apache.org/doc/r3.6.2/apidocs/zookeeper-server/index.html].

The generation is also fixed, so any new release should should generate the correct link. I checked current website, links are fine. I'm closing the issue.
