In the hod configuration, if the directory specified in ringmaster.log-dir does not exist, verification fails, and ringmaster exits. In the code, it tries to create the log dir after the verification is through. The order is misplaced.

This problem can also occur if any parameter in the ringmaster configuration is invalid.
