   This PR is based on #7526.

   - Moved JobManagerHARecoveryTest#testJobRecoveryWhenLosingLeadership to
   DispatcherHATest#testJobRecoveryWhenChangingLeadership
   
   - Moved JobManagerHARecoveryTest#testFailingJobRecovery to
   DispatcherHATest#testFailingRecoveryIsAFatalError
