   ### What happened
   
   Fix get data proxy cluster failed and update inlong group failed.
   
   ### What you expected to happen
   
   1. Get data proxy cluster occurred NPE.
   2. Update inlong group failed as the statue was not allowed to change.
   
   ### How to reproduce
   
   When workflow execution failed, and redo the event, the status of the inlong group needs change to 130(success) from 120(failed).
