Mail Relay issues for SA-VM

Hi All, in trying to check on rule generation, I found that sa-vm has been
getting refused relay which is why some of our mail from that server isn't
arriving.

I opened https://issues.apache.org/jira/browse/INFRA-21249 to check.

Trying to make sure that the recent rule checki ns are all well and rule
generation is not borked.
