Gaussian Integration with Local provider.

Hi Dev,

With the latest improvement done to Airavata master code base, Now local
provider support file staging if the input type is URI. All XBaya and
Workflow Interpreter has been updated to support this. Now the task details
has all necessary information to preserve input ordering and data staging.

You can use XBaya to create and lauch this experiments. I have added new
application configuration ot gfac-config.xml to support Gaussian
application.

Current implementation is cover the basic scenario but we need to improve
it lot to support all the use cases with edge cases. I am working on that.
