Yes.  I think we do need it.

The snapshot is incredibly helpful to have in the maven repo.  I have a consulting client for instance who needs access to recently added features in Mahout and it really helps that they can use a SNAPSHOT dependency.  One major impact is that it is much easier for me to get the changes they need back into Mahout as opposed to having them languish in the customer's source tree.
