That is problematic IMO. Levigo is licensed under the GPL. PDFBox works without it but it loses JBIG2 support. It would be better to state that, for JBIG2 support, PDFBox requires the presence of "a" JBIG2 plug-in for ImageIO. Levigo can be used as an example but I would accompany it with a note about the GPL. Users of software from the ASF expect it to be commercially usable. But putting a GPL library in a commercial application and sell the whole package is illegal.
