Hi Benson,
I don't think there is a problem. The term "small" appears in this
context: "For small amounts of source that is directly consumed by the
ASF product at runtime in source form, and for which that source is
unmodified and unlikely to be changed anyway (say, by virtue of being
specified by a standard), inclusion of appropriately labeled source is
also permitted.".
You're not using the test cases at runtime.
And you're using the BSD license, so the above restriction doesn't
even apply.
So, I think you're fine. And you're right; once the JIRA was closed
and resolved, it was, well, closed and resolved.

Based on the fact that the JIRA was closed out and resolved, I went
ahead and checked in this material. Well, to be precise, I checked in
about 1/2 of it, the other 1/2 is still checking in.
I notice that the category B text uses the word 'small' when referring
to materials in source form. While this stuff certainly qualifies
under all the other caveats there, it does not qualify as small.
If I blew it by not highlighting the size of this, I apologize.
I was under the impression that someone marking a JIRA closed out was,
in fact, the last word on a matter like this. Do I need to reconsider
checking this in?
