svndiff contains invalid instructions?

I'm getting this error when I commit:

Transmitting file data .....
svn_error: #21102 : <Svndiff data contains invalid instruction>
  Commit failed (details follow):

svn_error: #21102 : <Svndiff data contains invalid instruction>
  
svndiff contains invalid instructions

Let me say that this is a genuinely unhelpful error message.  =)
It'd be nice if svndiff told me what the invalid instructions ARE.

Anyway, I'm messing with mod_dav (cleaning up its input handling, so
its possible that I've corrupted data somewhere), but I'm not sure
where to start looking.  I'll try to do network traces, but I'll
post this before I go into too much depth in case this rings a bell
in the flock.  -- justin
