[VOTE] Release Apache Iceberg 1.2.1 RC1

Hi Everyone,

I propose that we release the following RC as the official Apache Iceberg
1.2.1 release.

The commit ID is bcb4f35e15aeaf8f113c7fe8fac03f551a51a35e
* This corresponds to the tag: apache-iceberg-1.2.1-rc1
* https://github.com/apache/iceberg/commits/apache-iceberg-1.2.1-rc1

The release tarball, signature, and checksums are here:

Convenience binary artifacts are staged on Nexus. The Maven repository URL

One issue was discovered while testing this release, so this vote is
cancelled and we'll be following up with a new RC.
