   ### Description
   
   I notice that some issues may have tens of thousand `changelogs`, turns out these issues are `epic`.
   According to what @leglars suggested, we should skip the changelog collection for these epic issues.
   
   ### Use case
   
   Reduce the collection time for JIRA plugin
