[CANCEL][VOTE] Release Apache Doris 2.0.4

Hi all

We need to cancel the vote for Release Apache Doris 2.0.4 due to the
following critical problem reported by our community users.

1. inverted index compatibility problem.

2. frequent `drop table` will cause FE to be stuck.
