FOP does not even try to decompress the bitmap. Turning white pixels into
random color appears to be a symptom of a mangled color mapping. Therefore
the most likely reason for the problematic behaviour seems to be an
unsupported palette format or an invalid or mangled JPEG header.
There isn't much more to analyze without one of the images at hand.
