The latest commits should make proxyportlet deploy correctly to Tomcat
(tested with Tomcat 5.5.16 on Linux) using Pluto admin portlet.
Unfortunately, I've been getting some odd errors with Axis, I guess due
to miss-match on jar version included (1.3) and the one used to build
the stubs in commons (1.2rc3). I'll check this issue today and try to
update the distribution to Axis 1.4.

I've also found an infinite loop error when dealing with producers that
set doesURLTemplateProcessing flag to true on their portlets. I still
don't know if it's cause of Axis version or the templates management code.

Producer is still untested, when proxyportlet works fine I'll patch the
producer.

On an aside note, I added some temp scripts to sandbox/wsrp4j/tools
directory for starting the tcpmon for each of the sample producers.
TO-DO: add this functionality to the maven conf.
