Confirmed on Win8, OO 4.0.1.
However, I have found out what causes the bug:

PDF/A-1a.

If I turn this off, the export works fine.
Strangely, this has been working perfectly on OO 3.2.1.

PDF/A-1a is a very basic standard in PDF. I do not agree with "normal" status.
It is major, a smooth export to PDF is a must.
