ChangeConfig: ADD_ PEER: NON_ How to cancel VOTER

Hi, community

I have a Kudu cluster with three nodes, and both the master and Tablet Server have deployed three nodes. After gradually restarting the nodes, the following information appears in the master leader log

ChangeConfig: ADD_ PEER: NON_ VOTER RPC for tablet 6fbb27b56a9b4bac91f7c40890a667a4 with cas_ Config_ Opid_ Index -1: no extra replica candidate found for tablet 6fbb27b56a9b4Back91f7c40890a667a4 servers (3) do not allow for adding an extra replica; Visitor bringing up more to have at least 4 tablet servers up and running


Check that all three replicas set by 6fbb27b56a9b4bac91f7c40890a667a4 are online. 
Can you please advise on how to cancel the task of adding these replicas
