Sorry, what I meant was that nobody from the Taglibs project knew how
they got there. My guess is that you and Vince uploaded these files
straight to ibiblio when creating the web-jstl templates for genapp. 

Notice that I'm not criticizing the files being there, I just think the
directory names are not consistent with others (like commons-xxxx or
servletapi). In fact, most of us in the project are/were unaware of
Maven at all, except by a few messages in a thread started by Mark Di
Gregory a few months ago. As I said before, I´m planning to mavenize the
whole project, but that´s going to take a while...

That might be ibiblio's filesystem, as these dirs are not in the ASF
repository:

-bash-2.05b$ ls -l | egrep "(jstl|taglib)"
-bash-2.05b$ pwd
/www/www.apache.org/dist/java-repository
