I like the idea of CONTRIBUTING.adoc + 1

Should we wait to migrate the content from wiki to add information about PRs and Jira? I mean in how much time should we expect? We could use (Groovy+Pandoc): https://github.com/asciidoctor/asciidoctor.org/blob/master/docs/_includes/convert-from-confluence-xhtml.adoc
