https://bz.apache.org/ooo/show_bug.cgi?id=128308

          Issue ID: 128308
        Issue Type: DEFECT
Summary: Basic IDE - Toolbox toolbar shows some icons as
                    "active"
           Product: App Dev
           Version: 4.1.7

                OS: Windows 7

Screenshots illustrating the issue

OVERVIEW: In Basic IDE when module (not dialog) is displayed
Toolbox toolbar shows some icons as "active"
          (it seems they are not).

1. open any AOO component
2. choose macro in any OO library
press (Alt+F11) OR Tools > Macros > Organize Macros > OpenOffice Basic
choose macro and press "Edit" button
3. make Toolbox toolbar visible
   View > Toolbars > Toolbox
For a moment you see that all icons are "active" and then toolbar is
refreshed. All icons but one - "Manage Language" are greyed out.
4. close Toolbox toolbar
5. make it visible again (cf. point 3. above)

Now almost all icons are shown as "active" (not greyed out). As only one of
them ("Manage Language") is maybe of use while editing macro, it would be
advisable to grey the rest out.

That would be in line - to some extent - with approach taken when dialog is
edited. If Toolbox toolbar is visible and you switch the view to module,
Toolbox toolbar disappears.
