A few things need to be changed/added to enable Oozie to use SQL Server as a metastore:
# Add oozie-sqlserver-orm.xml
# Add a section in persistence.xml for SQL Server
# OozieDBCLI.java: Add a section to the DDL queries for upgrading a database
# OozieDBCLI.java: Create a clustered index on OOZIE_SYS
