When you installed the msi file did you choose to install to all users or just 
to the current user?

If you installed to all users can you run the install and generate an msi log 
by doing:

msiexec /i apache_2.0.54-win32-x86-no_ssl.msi /L*v apacheMsiInstall.log

and attach the log to the bug?

Also is this xp pro sp 2?
