   Fixed:
   (OFBIZ-12660)
   
   Explanation
   For some themes, we rely on toLowerCase method to build a Less file path.
   toLowerCase("I") = "ı" for some locales (TR, AZ), which lead to incorrect
   file paths and finally broken themes.
