server wide jsp files

Hi there,

I wan't to process all JSP files in the server space from my apache
by tomcat/jasper. However, the URLs of the jsp files are not properly
being passed to the jserv handler (no ~ resolution). Instead, jasper
tries to prepend one of the project paths (expample/ROOT) to the
URL. Can this behaviour be changed?
