I'm unconvinced that this is even a bug with Cordova.  It seems that your certificate isn't present on your device, which seems odd.  Can you provide device details so we can see which devices would have this problem?

Cordova itself will NOT load pages with self-signed or non-trusted certificates by design, but the InAppBrowser should probably have a warning page.  This isn't a blocker by any means.
