Add switch to display plugin versions

There's no easy way to find out what plugin versions maven is currently using without delving into the local repo.  It'd be nice if there was a cli switch to list the installed plugins and their version numbers.

This may be worth adding to the -v switch, or perhaps in a new switch depending on the verbosity.  Depending on the implementation details, this may make more sense being added to the help plugin.

I think the combo of help:describe + dependencies plugin + help:effective-pom (when specifying versions) give this now, plus it is in the log output.
