I would propose placing this documentation in {{docs/configuration.md}}. Also, after looking through that file, I think it might be appropriate to break it up into two different files, {{runtime_configuration.md}} and {{build_configuration.md}}, as these are two pretty distinct topics which just happen to both fall under the title of "configuration".
