[PR] Advertise `write_with_cache_control` in Gcs [opendal]

   It seems that when `write_with_cache_control` was implemented for `Gcs`, the author of the PR forgot to set `write_with_cache_control` to true.

   `write_with_cache_control`  is added to `GcsBackend`'s native capabilities
   
   # Are there any user-facing changes?
   
   No
