Like for OFBIZ-13071, it's again a spider bot issue.
Using R18.12, if you are not signed in, you can't get to cmssite/cms/APACHE_OFBIZ_HTML and this error appears.

Same in trunk, though there you get a "cmsSite : 404 Not Found", and you get this in log:

I guess only a missed backport.
BTW, in both, even not signed in, you can get to cmssite/cms?APACHE_OFBIZ_HTML. It's OK, this URI does not need auth. It's only static.
