Planned diff's for the release of BSF 2.4.0

Hi there,

enclosed please find the suggested changes for various files for the
release version of BSF 2.4.0. The only change on Java code was in
updating the value of the "version" field in the BSFManager class, such
that getVersion() now returns a newer version number than the RCs did
(also enhanced the documentation of the version string encoding).

If no one objects I would check them in later today:
