Mysterious blank pages (where meta-refresh fails)

Hi

This has been annoying for a while but I think this looks promising

I can reproduce the problem in Mozilla consistently where after 
performing an action (create user, create document etc) and the response 
from the server is a meta-refresh then the page simply sits there and 
will not refresh. This occurs *if and only if* I have previously edited 
a document using the same browser.

If I do not edit a document (and hence do not enter the browser's design 
mode) then the meta-refresh works fine. This appears to be a bug in 
Mozilla. IE works fine.
