I can't replicate your issue.  This command below is failing on your system.  

I would try and run just that command on your system and see if it gives an
error that's helpful and discuss on users

/usr/bin/curl -s -L -O --remote-time -g --max-redirs 2 --connect-timeout 30
--max-time 300 --fail -o 1710414.tar.gz --
http://sa-update.dnswl.org/1710414.tar.gz
