GH-1445: Run the CI build once per job and render README.html from README.md only
Listing both test and verify made Maven run the lifecycle twice, so every
test suite ran twice per CI job. The markdown plugin in opennlp-distr now
reads a copy of README.md instead of copying the whole repository tree.
