request for tcl.m4 update

Hello !

I think our version of tclconfig/tcl.m4 macros needs to be updated.
With current version i am getting constant errors, while running
configure script on debian linux (etch 4.or1), script breaks during
shared library support check. I suspect i am not alone, at least
Massimo told about similar problem.
I did not dive in details, why it happends, but i think some macros in
current version of tcl.m4 are triggering some problems with debian
combination of software (shell,autoconf tools). Once i've updated
tcl.m4 the problem has gone, i used version from
http://tcl.cvs.sourceforge.net/tcl/tclconfig/  revision 1.112 .
I'll test how it works on freebsd,openbsd boxes during week-end and
post results to the list.
