[I] min and max should support lists as well [datafusion]

   yes, I want to run minimum and maximum on lists

   the min and max expressions to support lists
   
   ### Describe alternatives you've considered
   
   implemented my own UDAF that support it (I did it and now want to upstream this)
   
   ### Additional context
   
   I would implement this in the coming week. the implementation is to use the `arrow-row`
