This has been discussed a few times now over the years with no real reason to not allow for it ever posed that I can remember. Graph providers could save a fair bit of trouble in developing custom steps if they could extend the {{Mutating}} steps. Graph providers will need to take the burden of the potential for breaking changes that might occur as a result of these steps changing though.
